I still remember undocking from E02 back in the day (before the CA were around) to find Ywev sat there camping the station in an apoc. Back then, bs's were rare, but my trusty stabber got me to safety with some part of the hull still left!!!

Part of the EVE experience is losing a ship and get ganked. Without the bitter there is no sweet kind of thing.
Personally Id like to gank every white bracket out there, because I like that part of the game. You however dont, and I think CCP has found a nice line in between. ( 0.0 and other space)
About the person testing guns, do not trust people who are not your friend.

If CCP would give sec. hits in 0.0 and pointless ganking will be history. You will be attacked by real pirates that suffer a sec. hit for their aggression (which means sooner or later they are not welcome in the civilized empire anymore - like it should be). If sec. hits in 0.0 dont come, empire will be a mess soon: we for example will declare war on all alliances (wont be expensive for a 3-corp-alliance ). Why should we pirate in 0.0 if empire-wars will give us thousands of indy-targets, hm??? Empire will be the region we claim, guys! All CCP needs to do is put in a better tracking system so someone can actually bountyhunt... it is almost impossible to find someone that has a bounty and equally as hard to kill them 1v1 (in a bs).... and impossible to pod them (unless they are an idiot)....

I understand your frustration, and I agree that law enforcement is not what it should be in Eve. However, I also agree with those that say that ganking for little reason is within the bounds of behavior to expect in 0.0. space.
THE NON-PVP WAY: You are right, the Empires do guard fields of Megacyte and Zydrine, but so closely that they exclude small time operators like yourself. The rationale given by CCP for why you cannot find fields of Megacyte and Zydrine in high security space is because the NPC empires closely control and guard those fields for themselves. If you want to mine Megacyte and Zydrine then it will take real ingenuity to avoid pvp (it will not be a cake walk). If you donÆt find that the challenge of 0.0 adds spice to your game play, then that was what Empire space is for. You can get ahead in Eve without participating in pvp, but avoiding pvp does put limitations on how you can advance.
BOUNTY REFORM: With regard to ganking in 0.4 space, pirates are always coming up with new ways of avoiding the sentries. My solution for that is to get a working bounty system. See Bounty Reform Chapt. 3: Solutions. We need to encourage the pvpÆers to enforce the laws; I believe that will make for a better game than just shutting down all pvp in empire space.

I remember Skywalker and his mate attacking me as I was on my way back from the Solitude region - I engaged the MWD and just got to the gate as the first heavy missile hit the shields.
Just that event certainly made what is usually a boring and long trip much more interesting and exciting. The two involved were both flagged criminal so I knew that it would end up a race to the gate. Conclusion: that was fun 
FYI : I encountered the first at the entry gate into the system and they both warped to the gate I was exiting from. It wasn't 0.0, but <0.5, I didn't bother returning fire. The sentry guns did start firing (before anyone thinks exploit), but I imagine he was armour tanked and his mate might have had remote armour repairers as well... who knows.. great adrenaline rush, especially as my ship jumped just as the first missile exploded

I don't mind that you mass murder people, but I do mind that I have to go and spend days on end killing boring ass NPCS because I killed somebody in .1+ while you guys own 0.0, can freely kill in .1+ (because you own the faction NPCS in 0.0) and can freely enter 5+ with no problems.

It is stupid. Concord should always pay you isk for podding a - security status pilot, as well as reward you a small amount of security status, and always tag you with negative security for blowing up other players.
I think with this and lifewire's ideas you would see a completely different PVP dynamic emerge where those who want to fight go find others who want to fight and... OMG decalare war and actually fight instead of camp and blob all day.
Things that are completely screwing this games PVP:
