There is no "best," as it's all situational, but for Minmatar I'd nominate the Vagabond and Hurricane. For the Caldari, I'd say the Rook and Drake.
I don't fly either... exclusively Amarr, myself. For Amarr ships, it's hard to beat the punch and versatility of a Harbinger. I'd say the Sacrilege is a close second.

the best solo ship is something cheap and insurable, and something that can engage a wide range of enemies.
domi is probably the perfect solo ship.
for minny/caldari though: drake, hurricane, ferox, cyclone. i'm not familiar with flying the battleships, but seems like the raven and phoon both would make excellent solo ships. Even a tempest if you felt like it.
the maelstrom is excellent as well but it almost demands lg or hg crystals for solo work.
I personally am not a fan of flying anything smaller than a bc solo, because it limits your targets so much. but if you know you will be fighting other frigs/cruisers, rifters and ruptures are great.

Thx guys i appreciate the input. I was consider the Vaga and Rupture as my main ships, well of course rifter until i get to those.

Drake and some cane fits tend to be tank and gank, and vagabonds using speed. Rifter and ruptures are always nice as they're cheap and fun to fly.

The Cyclone is great, mostly because people under estimate it and attack you. For soloing (to me) Cyclone > Hurricane.

Looking at some of the suggestions in this thread, I'd advise you to go to the Faction Warfare killboards, find the top solo pvp'ers in the top 3 corps for either Caldari or Minimatar, and see what they fly.
These guys have spent a lot of time and energy refining their tactics and figuring out the best loadout/ship for their style of PvP. Lots to learn from their loss mails.

Lots of ships have the ability to do very well in 1v1 and they don't need to be faction fitted Zealots. Generally you can go three ways...
Kiting at range
Stay at 20km and go fast (1700m/s atleast for a Cruiser, 2km/s preferred) enough to avoid being caught. Simply shoot the target until he either gets backup (in which case you can usually burn out of range and warp out) or dies. This means nanoing your ship (using Nanofiber Internal Structures and Overdrives) so that it goes fast enough and fitting a Warp Disruptor (20/24km one). Fitting a cap booster will help greatly in perma running your MicroWarpdrive. Usually a nano ship has little to no tank and doesn't do stellar damage, but it's very survivable and thus cheaper.
In your face
Grab a Blaster/Pulse Laser/Autocannon ship, fit as much tank and damage as you can and burn into range. The most daring and can be a lot of fun, but you risk being blobbed or kited and you force yourself into the enemy's tackle range. Still, it can be hugely fun and you can kill targets very rapidly while still tanking a lot of punishment. Blaster boats, Battlecruisers and Battleships are very good at this.
You missed!
Use E-War and Cap War, loads of it. Energy Neutralizers/NOS, Tracking Disruptors, ECM you name it. Make the enemy a sitting and helpless duck while you (usually slowly) peck him to death. Drone ships can be very good at doing this and they are generally very versatile. The Arbitrator and its variants, but also the Myrm and the Dominix can be very lethal ships with neuts.
Which you want is up to you but I'd advise starting with cheap ships as you WILL lose ships. Eventually you'll get a blob, an inty or just bad luck and the ship goes pop. Get a T1 Cruiser/BC and insure it and try out your luck and your fittings.
Also, don't be afraid to try unusual fittings or unpopular ships. Many ships that don't see a lot of PvP can still be very deadly, if not more for being underestimated. The Ferox and Cyclone are two examples of ships that can still deal a very deadly punch to an overconfident enemy. Also, DPS isn't everything. 30k EHP and 450 DPS is better than 18k EHP and 500 DPS.
Once you get some experience under your belt, try your hand at T2 ships like the Curse, Vagabond or Ishtar. Battleships are also an option (Domi and Typhoon come to mind) but keep in mind they are big and slow, making it difficult to catch a target that doesn't want to be caught.

Curse would have be the best solo ship. If you choose your fights you will never lose, and even if you are not as careful as you should be you can neut down any frigate sized tackler instantly and escape.
Any ship that could beat this 1v1 will be obvious and easy to avoid, like a passive drake for instance.

So many variables to consider in this. My preferred BC of the two is the Cane fitted with Warrior II's. Gate camps A/C's and a MWD, belts and what not Artillery can be quite fun. Max range try to volley your target before they can react. It really depends on your skills.

Taranis and vagabond are great solo ships with ability to go after almoust any target. Curse, myrmidon and dominix are great too with right skills.

Well, Rifter, then you should probably upgrade to the Rupture till you skill up and can afford to lose bunches of those, then up to BC, etc. Please re-size your signature to a maximum of 400 x 120 with the file size not exceeding 24000 bytes.Applebabe

I am starting loving Thorax and Brutix backed by ECM drones... You melt above #2 and #3...
You are OMGWTF damage dealing into opponents face, and hopefully ECM drones making opponents allmost helpless!
Also ECM drones are not SO expensive, so you sometime can get away if cought by more bigger and dangerous ship!

There truly is no "best" for pvp. There is however the cheapest and easiest to get into, which is seen as the best since it is used more then others. My suggestion is the ship I admire, the Wolf since it can output the most damage.

It kinda depends on what you are soling and where.
Battlemammoth for soloing angry carebears in highsec belts. Taranis for soloing ebil pirates in lowsec belts. Pilgrim for soliong dodgy ratters in 0.0 belts. Curse for soloing Swatyy in his harbinger.(nice vid btw) Thorax for soloing just about whatever comes your way. Rupture for soloing whatever is running away.

Get ECM drones asap, no matter what ship you are getting.
One of my favorite ships in eve is the thorax. Good damage, ECM drones and a decent buffer enables it killing a lot of targets you at first wouldn't believe possible. Its a one trick pony that relies on luck tough. In my opinion there isn't another cruiser in the game it can't take on solo, if it gets its claws on it. I recomend:
3x Magnetic Field Stabilizer II 800mm Reinforced Rolled Tungsten Plates I Damage Control II
1x 10MN MicroWarpdrive I 1x Warp Scrambler II 1x X5 Prototype I Engine Enervator
2x Heavy Electron Blaster II, Caldari Navy Antimatter Charge M 3x Heavy Ion Blaster II, Caldari Navy Antimatter Charge M
Vespa EC-600 x5
The Vagabond is another good solo ship. I haven't flown it, but I have flown the Stabber Fleet Issue a lot.
Rupture is kinda the same as the thorax, but with less drone options and more range.
Curse is good, I guess, but weak if ECM or missile ships are present. I don't like it after speed changes.
Sacrilege got weak DPS, but it can tank up to 900 DPS T2 fit with boosters and overload.
I don't think caldari got any good solo ships really. The Drake can work solo.

no all those make sense. I think curse is a terrible solo ship as everything either runs from it or brings way too many friends... other than that.. rifter! or faction ships. people love shooting faction ships and dont think so much when they see one. Reward small gang/solo pvp!

I've seen the ruppy and phoon (once you've got the skills to make the most of it, though that can take some doing) do some pretty great things.
Drake works nicely too, but I'm really not too fond of it myself for a pvp ship.
