 Well I would agree but the 2nd part of your statement will likely never happen because it gives paying customers use of game-dev resources to police their space against other paying customers. It is not a good business model.
 
 On the first point, the problem is there is a huge dichotomy in EvE in that we all know soldiers do not get rich fighting their wars. Even real world mercenaries do not gain true wealth and riches.
 
 People make money and in EvE by building and selling stuff, trading, or mining. REAL jobs.. the problem is most of the Paying Customers of EvE really just want to pew pew (even if its just rats). This means CCP has had to artificially put in mechanisms to let PVPers retain (insurance) and gain money (ratting) that make no sense to any semblance of a real world model that wouldn't bankrupt CONCORD or the Insurance company.
 
 The problem is most of 0.0 space sucks in terms of individual people making ISK. Crappy true-sec, crap belts, crap spawns of explorables. Most pilots would make more money in empire running L4s then they would ever make in 0.0 and at far far less risk.
 
 So therefore CCP is trying to improve the capability of the individual pilots to make money in 0.0 and this is a reasonable first step and frankly the low hanging fruit. Rebalancing 0.0 space, improving baseline true-sec, bounties, ore-rarity is a much trickier task and I am sure involves a huge amount of statistics work trying to figure out what to do. And the fact than anything done there will get flames and hate and possible quitting players if existing systems values are changed. If crap space overnight becomes good space, and ABSURD space becomes "pretty good". It would make this whine thread seem tame.
 
 I think CCP knows that the 0.0 (and lowsec) space re-balancing has to happen, but they are putting it off until these changes go in to see if dominion changes are enough to pacify people for the time being in this regard and to get a new dataset.
