You should not be able to hide, not even in W-space. Simple. It becomes harder, but with the agent giving the WH signature, it's not impossible. Sounds fair to me.

The valid arguement is that it does NOT make sense that a locater agent can tell anyone what WH system you are in. Even if the agent knew the last k-space system you visited, there is no possible way they could know your location if you've gone two jumps into w-space and there is no tracking of players in w-space expect local and then ONLY if you talk. It's a flawed mechanic in the game, and yes it's because I say so as well as many other players.
It's about as understandable as warping through planets.
If you want a real life anology, it's like going to cuba and asking where someone is that on a raft going to Florida and the guy giving you that persons coordinate out in the middle of the Carribean. CCP does try to occasionally keep things from being completely fictional.

So you say that it's impossible that locator agent installed a tracking ship in your ship when you were docked in station so now he got your system signature ? Wanted RP reason, there you go. And no, mechanic is NOT based around RP but the other way around (first we had sound in eve, then we had that weird back story why). Thats the beauty of RP, we can fully make this stuff up.
