Well, I really have no desire to be a pirate. I prefer wearing the white hat....and I think I can still suceed in EvE.

Interesting. Like a non-pvp version of NRDS.
Like the pvp version, I don't see it catching on all that much.

Mainly because there are entire agencies of people dedicated to preventing/punishing it. Take away any legal form of punishment for such things and it becomes arguable on whether it is a good decision or not.

Well, yes, but it could be argued that not being allowed to travel freely to the best market hubs or through hisec at all is quite a deterrent. The choice to be a pirate in EVE comes with its own consequences. If they want to live among the civilized again they find themselves putting time in grinding sec status, which could be considered rehabilitation. It's as effective as the prison system, anyway, which has a high recidivism rate itself.
But i agree for 'minor' things like scams, there's no real legal system in game to punish it.
