I'm trying to minimize my Broker's Fees and Sales Tax for selling on the market. What factors determine these fees and taxes? Broker Relations skill, Accounting skill, faction standing?, corp standing?, what else? Thanks!

Yes.
More Detailed: You are correct. Broker Relations Skill, Accounting Skill, Standing with the NPC corp that owns the station you place the orders at will reduce Broker fees.

TAX is only effected by the accounting skill and the CFO Skill with roles, CFO is not seeded so don't bother looking for it. Broker Fees - According to EVE Wiki Broker Fee calculation is... BrokerFee % = (1.000 % û (0.050 % + Broker Relations Skill Level)) / ((0.1000 + Faction Standing) + (0.04000 + Corporation Standing))

I remember cracking this a year ago and the formula has an exponent in it.
I think it should be:
BrokerFee % = (1.000 % û (0.050 % + Broker Relations Skill Level)) / e^((0.1000 + Faction Standing) + (0.04000 + Corporation Standing))
I will look up the work just to make sure.

Yes.
Here's the formula implemented in Google Search, with the variables filled in to find the hypothetical minimum Market Order Broker Fee. I say hypothetical because you'll find it difficult to reach standings of 10.00. You might adjust the variables to suit your needs.
You might also enjoy this colourful visualization of the quadrant in which your faction and corporation standings are positive: a chart of Market Order Broker Fees, by Faction and Corporation Standing (via eve-files.com, thanks Chribba!).
As SeneceS pointed out, there are different independent variables for the calculation of Sales Tax rates. The calculation of Broker Fees for Contracts is different again. á á

For any fellow nerds out there, I just found the "EXP" function in MS Excel to help me with calculating Broker's Fees.
Another question, will my Connections skill level help with the Faction and Corp standings? I think some standing require an unmodified standing so that the Connections skill isn't always applicable.

Connections doesn't help (which you have figured out):
The formula in Excel, assuming you put Broker Fee in cell A1, Faction Standing in B1, and Corp Standing in C1 is:
=EXP(LN(1-(0.05*A1))-(0.1*B1)-(0.04*C1))

This is correct. The reprocessing/refining rules are a bit different though. You can remove all reprocessing/refining tax with proper standings. I have the exact algorithm hiding in my reprocessing program.
