It's better than $15 a month then still charge you for expansion like certain other games do, which are often that way ---> so I'm led to believe

Well then we simply get into a Price v Benefits comparison of the various mmos. Eve is one of the cheaper (and imo better value) mmos out there, but its certainly not the cheapest.
When your charging someone 60 dollars for an expansions there is the added consideration that you have to make that expansion pretty darn good -
Not just add a new type of ship, fix some bugs, and fiddle with some game mechanics.
Complaining about refunds for downtime though is fairly churlish imo.

EVE is a EU\US timezone game, if you can't find anything else to do with that bit of spare time, you need to seriously reconsider your priorities in life, or move to the states
