You're playing the version of EVE before the EM resist changes were made, right? Today many pvp fits will have a lower EM resist than in the past. I have never found a sub-cap v sub-cap situation where hail is better than RF ammo. I have used hail probably once when shooting at a stationary carrier.
Otherwise its either RF emp / plasma, or barrage. EM is now a *great* damage type for most pvp situations. --- Not happy with something in EVE? An emo whine will doubtless help your cause. |

It depends on the situation too. Usually I will pvp in a small - medium gang with tackle / scouts ahead. By the time the rest of us arrive the fight is usually under-way. I will never know the precise range where I will land in relation to the targets, so barrage is always loaded for maximum flexibility.
Once the fight is joined, I regard a 10 second reload as pointless and even dangerous if the engagement could go either way or one of my mates is in trouble. This is one of the reasons I haven't flown anything minmatar (except vaga and sliep) for a long time. It's Amarr all the way now. Lazors > * :P

Maelstrom and Cyclone with 5% shield resist bonus per level would be interesting. Esp on mael where it could be beneficial for both small gang work and the fleet environment. Right now we don't take Maelstroms anywhere near BS level fleet fights. Cyclone has few fans in our alliance, with only a couple of people making good small-gang use of them merely because the enemy is fooled into a false sense of security. --- Not happy with something in EVE? No it doesn't. Type selection implies the ability to reload during combat. With a 10 second reload time this is not a practical option.
With the adjustments to PP, Fusion, and EMP, the best you could try is to load all 3 types for a good spread. Under no circumstances would I change ammo types during a fight unless it was a safe capital gank. I would rather overheat. --- Not happy with something in EVE?
