Been looking at the stats on sisi, and it's actually very nice. Minmatar are the "speedy" race, and increased tracking (on lower damage ammo) complements them nicely. They still have less dps than blasters, and less range than lasers, but it's different and useful.
This is all about autocannons. I have virtually no experience with artillery and will leave that conversation to those in the know.

Why is it useful?
Because if you are fast and agile, you can outfly the tracking on your guns quite easily (while being able to avoid damage from the other guy). Being able to increase tracking with different ammo types lessens that effect. Mostly useful in small gang (1-3) pvp.

Not with these numbers. With these numbers you will always lose more end damage for using lower damage ammunition, than you will gain back for having slightly better tracking.
Not if you can't hit them at all using a lower tracking ammo, but can with the higher tracking ammo. This is assuming you are transversal tanking your target.

Such a thing does not exist in this game. You always have a chance to hit. The gain in this chance by having 20% more tracking DOES NOT offset the difference in damage REGARDLESS of your speed.
First off, it's not speed, it's transversal.
Well, lets take this example: Using Hail, orbiting tight, I miss every time. Switching to a normal ammo, I hit pretty much every time. Chance may be involved (but so low that it is effectively 0), but increasing tracking at the expense of damage, providing you need to keep a tight orbit (which is great for fast, agile minnie ships) can be very useful. Which was my original point.
