I'm reminded of a story that I heard about Tom Clancy. Rumor has it that when he was in the U.S. Navy all of the submarines were shadowing Soviet vessels and that at one time these subs received orders from the Atlantic Fleet Command to single ping their shadowed vessels at the exact same time just to say, "Hi there! We're here and watching you."

Of course not everyone does it but the number of them doing it is impossible to determinate.
I know it's a "current nullsec tactic", I just wondered if any of these highsec armchair generals had actually even attempted it

AFK cloaking works for the first day. Once people realize you are just AFK, you are labled "Cloaky ***" in intel and people stop watching you.
Hot Dop on occasion and you might get some attention.
