i doubt ccp is planning to make any changes to the security/concord mechanics anytime soon, if ever, but i think it'd make the game much more interesting if something along the following was setup:
0.0 - keep as is 0.1 - 0.4 - keep as is 0.5 - 50% chance concord will show up and kill someone who commits a crime 0.6 - 60% chance concord will show up 0.7 - 75% concord will show up and kill someone who commits a crime 0.8 - 1.0 - keep as is
or something along those lines. this would avoid an all-or-nothing situation and would lead to more people chancing it in dangerous systems. this would definitely make the game more dynamic and 'adventurous.'

If it was changed to a 95% chance I'd suicide gank all mf'ing day. Thar be faction fit CNRs in the dozens in high sec you know.

And then we'd have calls for the special skill that gives you a 5% bonus to the chance of concord showing up, something called 'enforcement connections' which would give Tripoli something new to train at least  ------------------------------------------------ You either need a punch up the throat or a good shag.
Nobody round here is offering the second one therefore your choices are limited! |

On topic, I would also like something like this. Currently, there is a huge disparity between low sec and high sec. I would like there to be some sort of grey middle ground.
Personally, I think that in these grey areas, it should be easier to commit piracy in smaller ships such as frigates, and harder to do the same in larger ships such as battleships.

Low sec should be the middle ground before null sec, with the same security high sec currently has, and high sec should actually be high security. You'd have to tweak many other things to make it work properly, but it would feel more natural that way.

I like this idea. I suspect it'd lead to lots of forums whines about why Concord shows up but doesn't kill someone who commits a crime in 0.6 systems though.
