But i cant seem to find any good way to fit it..
It can be any kind of ship. But i have some requirements for it..
1: Must be Gallente or Minmartar ship. 2: It have to be able to Rat and kill and probe in WH space + Survive  3: It must have a Salavager. 4: It must have both Analyzer and Codebreaker. 5: The thing all hate.. but i like.. I dont PVP i run and they have saved my life many times in 0.0 so here it come. It must have x2 WSC on it.. 
Can anyone find a good WH fit the can live up to this and be able to survive ratting sleepers?? Lets see some fun and funky fits??

Did you even saw penalities for using those? What you want to do? Hug sleepers to target them? Also how long you want to take to target them? Eternity and some against frigates? 2 WCS also dont help at all against interdictors and heavy interdictors, or if you get more than 2 points on you.
WCS may be to some degree usefull on non combat industrial ship or in purely travel fit but for combat one... |

Fit a cloak and keep hitting directional scanner. You see probes/bad guy you warp to safe and hide. No wcs needed. Just pay attention

I suppose there is some logic to it, you'd most likely escape a solo pirate. Wouldn't stop you landing in or finding yourself in a bubble from a HIC gang though.

The problem with WCS is that while they sound good on paper they further a mindset of "I'll lose anyway, so I better be ready to run away quickly". And if you start a fight with this mindset you've already lost the fight before you even start it. And the WCS help you lose that fight, because they utterly gimp your targetting range and lock time as well as take up two low slots that could be used for something helpful, something that actually lets you win the fight instead of enabling you to run from it. And as others have pointed out, they are not a failsafe get-out-of-tackle card anyway.
Why do you want to mount them?
Against player pirates you are better of to pay attention to your scanner and be ready to warp out at a moment's notice. Two WCS will not help you against a three point ship or a HIC - you might as well field the lows full of WCS and still get scrammed.
If you are worried about the Sleepers scramming you - I've only seen scrambling Sleepers in C3s and up, and believe me: if you try to solo them and mount WCS your tank will not hold against them.
If you utterly insist on mounting WCS on a combat ship you need one that does not rely on locks to do damage, and this means you'll want a drone boat like the Ishtar or Dominix. Even then the lack of control you have over your drones is going to hurt you more.
TL;DR: do not fit expecting to lose, fit so you can win the fight. Forget WCS and fly only what you can afford to lose.

I think you want too many things on the same ship. some considerations:
1) wcs: in WH they are almost low slots wasted since almost always they come and drop bubbles. You will not escape anyway. Give a look on combat probes instead and save those slots for tanking
2a) there are 2 sort of wh exploration: with analyzer and codebreaker. you need massive tank and you dont need much damage ( tank while hacking/arching istead of killing them and drop even worse rats)
2b) you want to rat and salvage, then dont fit for ark/hack.
anyway : the most versatile ship i found since now its the hurricane:
high: 6x 220mm T2, probe launcher, salvager med: mwd, analyzer, codebreaker, large battery t2 low: 2x mar, dc2, 3x eanm2 rigs: 3x ccc
It tank for enough time to kill rats in anomaly sites ( to tank bs's you need to mwd close and orbit them so they miss you) and i was able to tank arck/hack sites ( usually i kill all webber/scablers minus one. is still you cant tank forever kill some cruisers but leave always 1 per type, so you are sure next spawn will not appear).
Its a bit "on the edge" and you must micro-manage your cap, but was realy fun. For class 3 the best choise ive found so far are "heavy interdictors" ( broadsword or phobos), but their DPS suck, so you are better for pure ark/hack setup. ( + cloack)

If you want to ninja salv/hack/cyber just use a Sacrilege. HAM it and you can keel stuff too.
And best of all; it's black, shiny and has the right color disco lights.
(Don't fit stabs, stabs are bad, hmmmkay?)
