For being just about 100% secure then high-sec mission running is far too profitable compared to 0.0 or even low-sec. This must be why the only goon activity I witnissed in the Delve area last time I ran through it was some outpost idlers and a few n00b bubble camps with a ship or three. Other than that there was nothing anywhere except lots of non-goons spaming blood missions. Though tbh those are probably goon mission *** alts grinding for blood lp. I'd say that in the week I ambled around the territory I saw much less than a hundred unique goons in the entire area colored yellow on the sov map. Hopefully Dominion will change this. Even a smallish gang would roll over the n00b bubble camps I encountered in my recent travels through delve and the only real concentration of goons were always in the outposts so no go on that front as they will just stay docked or play docking games if outnumbered or outclassed. Faction war has the potential for better fights on an hourly basis tbh..
