I just joined a corp stationed mainly in Cloud Ring. From looking at this map: http://evemaps.dotlan.net/map/Cloud_Ring and it looks like Cloud Ring has nothing but Serpentis pirates.
Now since I was just in a place with Guristas that were kicking my butt six ways from Sunday I was hoping to get some tips on what to use. Since I'm Amarr, will my weapons be effective in the least or should I just try to work on getting T2 drones and see if they can handle the rats? Or can I even handle 0 sec rats with T1 drones? Any advice is appreciated.

Serpentis are pretty easy, just tank for Kin/Therm and use Hobs/Hammers/Ogres as suggested above. You would have an advantage with T2 drones, but with reasonable skills you can take them with T1's, it will just take longer, which means you have to tank for longer and reduces your isk/hour efficiency, if you care about it that much.
Guristas are much tougher to deal with than Serps so you should have an easier time with them. ------------------------------------------------ You either need a punch up the throat or a good shag.
Nobody round here is offering the second one therefore your choices are limited! |

Aren't Serps susceptible to Kinetic damage? Wouldn't that make Hornets/Vespas a better choice?

Serpentis are vulnerable to Thermal first, Kinetic second. I like to use kinetic drones myself, because they are slightly faster than thermal ones, though they don't do quite as much damage.
As an Amarr, you're going to find you have much more success using your close-range ammo (i.e. Multifrequency or Gamma) than using medium-range or long-range ammo, because the close-range ones do a decent proportion of Thermal damage while the others are almost all EM.
So, you may want to modify your normal ratting ship setup to take advantage of this. I would recommend using an Apocalypse and maybe fitting it to boost the range, so that you can use Multifrequency out to 25km or more. Get in close and kill the enemy fast before they can kill you.

I think that Grismar link is incorrect; on condition that ElFarto's NPC database is accurate (and since it's just HTML formatting around the database dump, it should be) then Serps have kinetic as their lowest resistance; typically this is 10% lower than their thermal resistance on both shields and armour.
They do deal more thermal than kinetic, but kinetic is the best damage type to take them out - especially when using drones, given the better speed and tracking of Wasps/Vespa/Hornets vs Ogres/Hammerheads/Hobgoblins (plus the kinetic drones are cheaper too!).

You should be just fine. I use an Apocalypse and I do massive damage to Serpentis ships. It may not be as fully effective as using Gallente ships, but the high damage output of Lasers negates the fact that the em isn't as efficient. Gallente based drones should help you as well. ____________________________________________ When going to a party with wine, women, and song. Always acertain the vintage of the first two. |

As an alternative, consider training Caldari Cruiser up to level IV, and flying a Caracal or Drake. Serpentis are the easiest rats to kill in the game, especially with a Caldari ship that gets a bonus to Kinetic missile damage. You can literally kill faction BS spawns in a Caracal.
You may also find that Caldari ships may be easier to replace in 0.0 than their Amarr counterparts, should you lose one in PvP.

If you want to stay pure amarr, you could always skill for the Sacrilege. I would use one to Rat, out in Tribute against Guristas a few years ago.
My fit was something like:
Highs: Heavy Assaults Mids: Shield Tank Lows: Damage mods
Yep, thats right folks, a shield tanked amarr ship. Worked out pretty well, but I couldn't tank Anomalies or anything -- just belt rats. The shield tank was mostly so I could use damage mods.
