What if instead of being issued to players by the Secure Commerce Commission (NPC service), player corporations purchased an insurance license for approximately 1 billion ISK, or payed an annual fee of 1 million ISK per member in order to insure their vessels?
NPC corporation members would not have an insurance policy. All vessels owned by a player would need to receive their contract through their corporation. The payout for destroyed vessels would still go to the person who owned the destroyed ship.
To prevent some forms of abuse, termination of employment by anyone other than yourself keeps your ships insured. However, leaving the corporation yourself will invalidate all insurance contracts. Leaving during a war declaration will invalidate your insurance contracts, regardless of who terminated your employment contract. Onoes!

let me just make sure i got this right, a corp has to pay 1 bil to insure ANYTHING?!
And then the players also have to pay isk to insure their own ships, and get paid the same...
So you are implementing a 1 billion ISK corp fee for insurance?
wtf is the point of that? And how does it help the current system whatsoever?
Also, what do people do about small corps of say, 5 friends? They are forced to pay an extra 200 mil in insurance per month, just to have it...
Seems pretty ****ty to me...

You would have two options available to you. The first is a one time, 1 billion ISK corp fee for insurance.
The second option is a once-a-month fee of 1 million ISK or less per player in your corporation.
Thus, under this system, the smart route for your corporation of 5 friends would be the monthly route, which would cost 5 million ISK a month.
