Beams have more tracking, more DPS, but less range and cap stability. Seeing as Lasers are for mid-range and Rails are for extremely long ranges it makes sense.

1500 does seem allright for 4 guns, especially without damage mods. Railguns are long range guns and simply don't do that much damage, so you'll have to load up on mag stabs (no more than 3 because of diminishing returns), which should increase your damage quite a bit.
But as other people have mentioned, missions value gank over tank. If you kill stuff fast you don't have to tank it for that long, and it simply gets you more isk/loot per hour. Fitting for pure tank means you probably won't be able to finish some missions with tougher rats aswell.

What many mission runners don't seem to understand is that missions is all about DPS. You need to kill the incoming damage fast, and after that you really only need a rudimentary tank to survive until you've whiped the pocket clean. Guns FIRST, then worry about tank.

While I agree with this, some of the people offering advice here need to remember way back to when they had poor skills. While you can DPS tank with 3 to 4 million SP in missile skills, you really can't match that with guns until you pass the ~5-6M SP mark. Trying to DPS tank with a straight gun boat and only 2M SP in gunnery is inefficient at best and suicidal at worst (although less so since they seem to have removed most of the scramblng frigates from missions).
Tanking heavy is not neccesarily a mistake at first, nor is using a split weapon fit until you have the skills to make a better setup work. It's important to periodically test the waters as your skills improve, and gradually work towards a dps tank. What I would suggest, is to do this testing with an insured tech II fitted ship. Once you can get through most missions only activating a repair mod or shield booster briefly, a faction ship or Marauder starts to make some sense, and you'll have the confidence that comes from experience with a ship that represents a lower risk to drop most of that tank.

VERY good point. Still fitting 100% tank and lacking 3 guns is not clever, and 100% tank is never really necessay, even when you are a noob. But your thought holds a lot of merit, I agree to that. Guess I'm beginning to fall into the "old fart" category :/
