I am just curious as to what is all required for perfect loot and ore refining.
I know I need standings, but I don't know how much.
I know I need the ore skills, but dont know if to 3 or 4.
I know I need Scrapmetal Processing, again, don't know what level.
If some one could help me out with the answers I would appreciate that. Thanks.

Roundabout for standing I think is 6.8 (maybe 6.68?) and you need Scrapmetal Reprocessing at 1.
As far as ore... I don't know, 4 wouldn't hurt.

Not much into downloadin a complete miners guide since mining isnt in my plan.

I don't have the link but here is the info posted by Akita T a couple of months ago.
99.572% with RE4 and the -2% waste implant, 99.995% with RE5 and the -1% waste implant,100% with RE4 and the -4% waste implant or RE5 and the -2% waste implant...on 50% base stations 'Beancounter' H40, H50, H60 are the 1,2,4 implant hardwirings (implant slot 8).

Refining and Refinery efficiency V and high enough standing that the station doesn't take a cut (I think that's 6.7 to the corporation that owns the station) will get you 99.75% net yield in most highsec stations.
The [ore type] processing skills, along with ice processing and scrapmetal processing just reduce the extra waste you incur using substandard facilities (ie some of the ones in lowsec with a 30% base yield instead of the usual 50%...aswell as any POS refining array), they have no additional effect on your refining yield in highsec.
The way to get to 100% is to get a -1% or -2% refinery waste implant. (Hardwiring - Zainou 'Beancounter' H50). The -1% plant is only 1.5mil in most places.

For 100% reprocessing on ANYTHING (ore, ice, loot):
* Refining 5
* Refinery Efficiency 5
* Hardwiring - Zainou 'Beancounter' H50 (2%)
* 50% station reprocessing facilities
* 6.68 standing with the corporation owning the station
