Ever since i started EVE the Quad light beam laser has been a broken Item. It's name suggests that its a Beam Laser but the stats are the ones from a Pulse Laser (or at least they where befor Pulse Lasers got buffed). Now its a Weapon with low range, bad tracking, somewhat ok base dmg for a small tier med Pulse Laser and the option of using Beam Laser t2 ammo in its t2 version.
PLease just change the name, give it the 25% tracking boost and move it to be a Pulse Laser; Amarr has use for a low tier med short range weapon.

Also i would like to know why there is no way other than the Forums to report such kind of misdesign, because aparently as long as a module does anything when you fit it to a ship its not a bug.

Comparing the 3 T1/T2 medium beam lasers side by side (either in evemon or the compare option in-game) shows a perfectly natural progression in the various attributes from quad to focussed to heavy. Failing to see what is broken.
If you feel something is lacking in the pulse department, please address that directly.

It needs around 50% more optimal and 200% more falloff. Then it'd fit in perfectly within the line of beam lasers.

It's fine. It has niche uses, and it helps balance out how awesome pulse are.

Quad Light Beam Lasers have less range than Focused Medium Pulse Laser <- that's broken.
Or let's say, it's the most obvious aspect and the one that should be fixed.
Beam lasers are the long range weapons. Pulse lasers are the short range weapons.
There is absolutely no reason to fit quad lights.
Yes, they require a bit less powergrid, but they also provide less range, less tracking and less damage.
Oh, and using T2 range ammo, pulse lasers offer the same range, yet with 300% better tracking and 42% more damage.
Not broken? I beg to differ.

Quad lights are bit odd so making them quad light pulses wouldnŠt be so horrible. It would help ships like Omen to fit a close range fit with actual buffer, maybe. :p

Guns with tracking of beams but less range than pulses = useless. Add the T2 ranged ammo and it becomes downright ridiculous.
Quads are borked. If you have fitting issues use Autos instead, much better performance and similar fittings.

nice to see that other people have noticed the problem too.
and to all the ones who said the quad light pulses are fine: look at the screenshot i provided again; and this time actualy read the numbers.
