Also, the TE change helped minmatar a lot (too much imho), but didn't really improve things for Gallente..
ya know, this always kind of gets me, the Cane is a real powerhouse at times, but its a paper tiger.
you still end up with the same gimped situation when flying one.
A shield tank cane has the best damn DPS in game for its class (when properly fit), however that DPS comes at a fairly high cost
namely a whopping 48k buffer tank with a pair of LSEs, 2 CFEs and an anti-em rig. secondly a fairly short range (yes you can use T2 ammo and go for range, but the reality is its not so great an option, RF-emp is still the better all around ammo, so you are pretty much stuck in or around point, scram,web neut range in any engagement.
yes a shield cane is meant to stay out of that range, but theres a fine line between effective and crap with that setup at longer ranges and often you end up having to come inside just to keep the target tackled. But shield is the only way to go if you want the DPS.
Armor goes back to your point
you can beat a solid 55k or so out of an armor tank for close range slug fests, but again you have all the shortcomings of the shield version plus now you have limited or no damage/range mods and ultimately that extra 7k of protection lasts you about 10 seconds longer when you are primary. but you still end up with a slow armor tank with fairly short range and gimped DPS that can be insta-neuted by almost anything once you actually find the courage to move up into your optimal.
Now I realize railed are broke, but lets try and avoid the Grass is Greener Effect, we all have it hard at times :) The American public's reaction to the change was poor and the new cola was a major marketing failure.
