I don't see how you could claim this is an exploit, unless you think any method that allows people to tank the navy spawns and gank in high sec is an exploit...which it is not.
You're not supposed to be 100% safe in high sec, and both sides have launched rather lengthy raids/camps of the others hi sec before, so people should be aware of the possibility of it happening.

The biggest exploiter in all of FW whining about 'exploits' is hilarious, especially since she does so in a way that gets an ex-CSM member's post modded for being inappropriate.
This is the best part of the whole episode!

This is the same mechanic that plagues militia for 3rd party war decs. It's rather inelegant, but I'm not aware of an obvious and easily implemented solution.
That said, I'm quite sure the player corps in Gallente FW can declare war on the POS corp and take it down all by themselves.

How is this any different than WOFLY dropping out of FW, then war deccing just a couple corps so the rest of militia couldn't shoot back?
And it's the exact same mechanic causing issues in both cases.
We thought we were going to have an amazing fight on our hands against WOLFY, but no, you were just interested in ganking a couple people in the fleet while the rest couldn't do anything.
In both cases, you and PERVS both took actions that would 'even the playing field' against a larger group of enemies by making it so only a small selection of said enemies could freely attack you. You did the exact same thing, and any attempt to claim the moral high ground for you while denying it to PERVS is pretty laughable.

It's hilarious watching people try to spin the PERVS POS living as a 'loss' for PERVS, while insisting if the POS had been blown up it would have been a 'win' for PERVS.
You don't like the tactics the PERVS used to save their POS. We get it. But there's absolutely no point in trying to claim this somehow as a less favorable outcome for PERVS than if their POS had been blown up.

This situation reminds me very much of two things
1) The ability of a corp to war dec just ONE corp in a militia. They can freely hunt and kill those pilots in the middle of a militia fleet, while the rest of the militia can't fight back unless they coordinate a lot of wardecs. It's an inelegant mechanic with no obvious solution. It's the same mechanic at work with the PERVs pos. You can drop FW and make it very hard for your FW opponents to coordinate against you.
2) The ability to have a neutral remote repper keep you alive long enough to dock. This is also a 'lame' mechanic but fully within the game rules. There's really nothing the other side can do about the neutral repper before hand, and he doesn't get aggression, so he can just dock if he takes fire. Again, we see untouchable neutrals being used to shield/protect people actually at war. Just think of the PERVS pos as a BS trying to dock before the timer ran out.
You can argue whether or not these tactics are fair or good for the game or not but the fact is they happen all over the place.
