Amarr BS are much like ancient spartan warriors: As good as anyone else solo, but they really shine when working together in groups. They also have good armor tanks and decent range, which resemble a phalanx's shields and spears. So lets look at some historical facts and see how they might apply to Amarr BSes.
Defense: A Phalanx worked best when everybody protected each other. In EVE, this would translate to using remote reps and buffer tanks on your BSes. Luckily for you, Amarr are awesome at that. Some ECCM will help to make your remote reps more reliable, and you can even include a guardian or two in your gang. Focus on protecting your gangmates more than yourself, and they will protect you. When you are away from the station, a single smartbomb on each BS will absolutely destroy any drones they throw at you, and cause an instant isk loss for them.
Offense: A Phalanx used layers and layers of spears to make swiss cheese out of any attacker before they even got close to the shield wall. Pulse lasers have an excellent balance of damage and range, especially when you are using scorch ammo. Anything that warps in at the edge of the station will get drilled by your fleet if you can hit it, which brings me to my next point: Target Painters!!! If each of your gang members fits just one target painter, those HACs will light up like a christmas tree, making them easy for even your pulse lasers to hit. All you have to do is call a primary target and it will get DRILLED.
A good BS Phalanx can easily take out a lone capital or even a small group of capital ships. Just watch out for dreads, as they can really hurt slow moving BSes. If they drop dreads on you, break formation and orbit them at point blank range. Done properly, you'll tear apart almost anything they can throw at you.
Edit: if they bring ECM support, you ought to have enough ships and sensor strength that they can't jam all of you all the time. Primary their ECM ships with what is left, and you will be free to destroy whatever else their gang brings.
