I'm trying to justify doing courier missions.
Do Courier missions give better standing increases than Kill missions?

no. I've looked through transaction logs for comparable quality security and courier agents, and the security ones seem to have more of the substantial jumps. Not to mention the fact that you can churn through the missions faster...

No, I too am trying to work out why nowadays anyone would want to do courier missions. They give less rewards (no bounties or loot), generally take longer (even longer for me come Exodus), give no Dog Tags (which will be required for loyalty point offers) and are generally less exciting.
However, they do allow you to read the forums whilst you are doing them though.

I'm currently doing kill missions but if I need to go afk but still want to do an agent mission I just switch to a hauler and then ask for a mission - most times an agent will give you a courier mission if you're in a hauler.
That way I can go afk while I travel.

I thought that courier and trade based agents were the ones who gave out the mem and int implants?

The mission type given by a division's agent doesn't determine the type of implant, the corporation determins the implant.
For example: Navy or security orientated corporations give Perception, while entertainment corporations give Charisma. There are several good posts that list which corporation gives what implant.

Justification for courier missions over kill missions for some is that not everyone has the skills to continually do kill missions successfully, at least not at lvl 2 and 3.

There are two basic advantages to doing courier over kill missions.
1) One tends to get tech2 components as bonuses from courier missions more often than from kill missions (nothing like getting a few mil worth of graviton reactors as a bonus).
2) If one knows what one is doing and plans carefully in terms of agents and the routes they tend to send you on, one can do 2 to 4 courier missions at a time.
I do both kinds and have for a long time (standing of 9.+ with several corps) and that has been my experience. Between the more valuable implants one gets from corps that tend to give courier missions, the tech 2 bonuses, and the ability to do up to 4 missions at once, the rewards come out about even. And (as one of the posters already mentioned)one can read a good book while doing courier missions.
