I've been missioning in a Phoon ever since I first got to be able to fly BSes, and tbh, the phoon is pretty bad as a beginner missioning BS. I'm prolly one of the worst pilots in Eve and I managed to lose two of them in missions, one to a disconnect while scrambled and one got concorded due to a smartbomb in the wrong place. However, I now have all the skills for Phoon to T2 except for missiles and the sheer versatility of the Phoon makes up for it now. You can use it for long range to kite the NPCs (with a 3x1400 Scout /4xCruise/1xDrone link augmentor) if the close in dps is too high (and it's so fast that none of the NPC BSes will catch you if you have an AB fit) or you can use its speed to get in close to the NPCs and do very high damage to the main DPS dealers before they can do you (with a 4x800 scout or II,4xArby torps fit). Drones are usually a set of heavy T2s, plus a set of medium T2 for cruisers and frigs (the TP helps them against frigs quite a lot). I have it more or less cap stable (if you don't permarun the LAR) with 2xCap rechargers in the mids and 1x Cap power relay in the lows. I usually have an AB and a target painter in the mids and 1xLARII, 1xEANMII, DCUII, and 3T2 Hardeners to suit the mission. Rigs are 1 Auxiliary Energy rig from back when I didn't have the skills to fit the highs (haven't bothered to change it) and 2 auxilliary nano pumps. I also have two implants in that clone which give me 3% extra cap and cap recharge.
For a beginner though, I would fit a cap booster, a web (to hold them nice and tight so weapons can kill faster) and an extra adpative or hardener in the lows. I did, however, sometimes have the issue of running out of ammo because of so many cap charges in the hold. With faction ammo, these days, however, that is less of a problem.
I can solo almost all missions in that with a few exceptions, for which I use an Alt in a Domi to rep me. I have to say this though, The Domi is prolly a better ship. It Tanks better and its drone bonuses make it almost an afk missioner.
