No, Graalum, an empire implies wholly concentrated authority, where as democracy implies diffuse authority through its citizens. In the case of the former, a monarch, dictator or tyrant usually represents said authority (sulla, caeser, et al) As for your examples, note how Britian was never (ok, spare me the Cromwell protectorate) a republic, Rome ceased to be a republic when enfranchisement was rendered irrelevant. Single vs. plural sources of power is the key concept.
