It is an act of aggression. It's not as serious an act of aggression as initiating shooting to kill, but it is the initiation of an act of aggression nevertheless, and if there are "police" then a) the victim ought to have the right to retaliate to get their stuff back (not, of course, to the level of podding the thief), and b) "police" should respond (in some realistic time-frame, and less drastically than in more serious cases) to redress the situation.
The reason why people like "realism" in games is because it's intuitive - you don't have to learn some special stupid rule that's only in there because the programmers have been unable to make something work "realistically" and intuitively.
If the "security" in so-called "high security" systems run on a principle of "non-initiation of aggression" that should be consistent, like it is in the real world.
Either that, or have everything like 0.0. That too, is intuitive - i.e. "lawlessness". Then you know where you are.
But "can flipping" (and to some extent ganking and griefing, which ought to be possible but highly costly in "high security" systems, and therefore only possible with an extraordinary degree of preparation and co-ordination like a "heist" irl) is neither fish nor fowl, and doesn't work consistently within the terms of a principle of non-initiation-of-aggression. it's counter-intuitive, and is therefore bound to put new players off the game at an early stage. |

Amamake is almost directly in the middle of the four empire spaces and serves as a convenient hub for travelling between them, provided you avoid the camps. It also happens to be a mere two jumps from where the OP was mining, hence my warning.  |
