Do people tend to use rockets or missiles on heretic ? Whats the preferred type ? Or it varries from situation to situation ? Why would you use one type over the other in certain situations ?

Don't use missiles. Autocannons are superior, and have easier fittings.

Well, I kinda figured that rockets would be better, since most of the situations are close range. Are there situations where missiles can useful ?

The Heretic isn't a Sabre. It isn't meant to kill stuff. It excels as a gang/fleet bubbler however.
Double bubble launchers in the highslots, along with a cloak. MSE II x2, MWD in the mids. Co-Proc II x2 and a Nano II in the lows.
Low-friction nozzle joints in the rig slots aren't necessary but help with mobility.

Because they need four bonuses as T2 ships, and there's only so much you can do with bubbles without making them too powerful (or nerfing anyone who doesn't train all the skills to level V). It's not like the other interdictors are any different, only the Sabre actually gains anything from fitting weapons in its high slots, and it's still a pretty bad idea to use one in combat.
Just fit your MWD + bubbles + cloak and ignore the rest of your highs. It's not like you'll be alive long enough to fire any of your guns anyway, and in the incredibly unlikely event that you do survive, you should immediately warp out and prevent the enemy from correcting their mistake until your bubbles are ready to fire again. -----------

A max skill rocket malediction/vengeance/heretic will do less dps than a lvl3-4 autocannon fit :(

Thats probably what you want to do with all the dictors if its about its primary role tbh. Leftover slots to increase speed / agility and survivability.
If it has to be combat fitted, I'd go with 4x gatling pulse + 3x rockets though. But like Merin said, your first concern as a dictor pilot should be the bubbles and keeping your ship intact, the guns are best used in self-defense against ceptors and frigs imo.

Because my old 25km/s heretic that could two volley frigates from 63km was hilarious before the dictor speed nerf, followed by the speed nerf, and missile changes.

Lol, just because a ship is bad at killing means for you "its not intented to kill stuff"?
