I already uninstalled eve and downloaded the game from the link you gave, rarther than install from cd and I reinstalled but still the same!!
I've deleted the cache folder but u guessed it my game still doesn't remember any of my settings. None of the game "windows" settings are saved, none of my folders for people and places, I get all the tutorials, all the windows that pop up with a check box saying don't ask this again appear. This is driving me up the wall

Have you tried creating a blanck new account with admin rights ?

I see only 2 possibilities for your problem... -->Faulty HDD : repair/change needed -->Faulty OS : reinstall, after a format or boot from another partition (\_/) (O.o) (> <)=Oveur (proof) "Jumping 50 systems I can like, have sex 150 times during that period" |

I have no problems with my OS or HD. All my other programs and software work fine.
My thoughts would be more like a corrupt *.dll file or simlilar that doesn't uninstall when I uninstall eve, but I don't know how to find this out.

If all else fails then I'd say rebuild it (but only if your comfortable doing it).
Another option would be to check all your drivers are up to date, windows update and so on. Also uninstall anything that has 'Norton' in the name 
As far as Im aware, the eve installion is self contained (as in you could copy the game folder via copy/paste to a new PC and it would work). So if it's a dll problem, I doubt it's an eve related one.
