Getting Lab Slots where ya want them is all about "patience"....Learn this word in Eve when comes to Labs....
I got one in my third month of play....
Then I got 4 in the same system (my HQ at that) in a 0.5 ...with a month.... Just keep checking...Keep looking around....THEY are there.... People leave, go on Vacation...Start Playing some other game...and forget to pay their bills...Lab becomes available to the first lucky person....
Patience...let emphasize this...again...

Sorry to say, but I don't want to have to MISSIONS for a Lab Slot...like you do for Research Agents....I don't think most who own Lab Slots here would....But, the forum people are minority....just like most Online Games....
Lab Slots...have a solution...and I have not heard it mentioned once....Its called POS (Exodus)... Most lab owners will stop paying the bill when they can Labs and Factories at their HQ of the Corp. vice traveling...20 j's to get to their current Labs....POS will help all the independent Researchers and Corps. in Empire....POS will also help those who live in 0.0 because defenses will be able to be deployed anyway...
So...we wait and see... I was on the same boat..earlier in my EVE Life....Just keep Docking and Checking....

Just as proof to all those who say " I can't find a Lab"..
I just got my FIFTH One in my HQ System....They are out there...Keep checking..
