You are not neutral, you are a member of a npc corp. Join a player corp if you want to be considered neutral. If you don't want to join one, then make one or stay as far as possible from everybody in 0.0.

Since you don't seem to know this, here is an explanation of how Pure Blind works atm :
* Hostile : You get shot at by whoever is your enemy, the rest will probably leave you alone (except the pirates)
* Neutral : You get shot at by the pirates or someone who makes a mistake (unless you shoot first, in which case you will probably be transfered to the hostile category)
* NPC/Noob corp : Considered to be hostile towards everybody, no matter where you go in 0.0
* Ally : Will help each other
