I use a faction fitted version of this. Basically used for 0.0 and wormhole ganking of single targets. A straight up slugfest with other ships should be avoided though. Packs ECM drones for o**** moments and has more firepower than the Power Core Multiplier based 5 turret setups (and easier to fit)
You can downgrade the guns and fit a second rep if you so fancy.
This one, however, may be better suited for 0.0 if you are confident in pulling off the MWD/Cloak/Warp trick;

Ample drone space, needs a +1% CPU implant, tanks 832dps before overload, does 541dps with Ogre II/Hammer II/Ion Blasters, the only ***** is the tiny cargohold. The cool thing about this is that you can do the MWD/Cloak/Warp trick through bubbles in 0.0 so your pretty much uncatchable. Just don't let an inty heavy gang chase you to obvious warpables :P
These setups are kind of weird to me still, but it fills the criteria you've got.
