Can anyone tell me how these get seeded into the game? I'm assuming they are a dropped item? They cost an absolute fortune but every armor tanker seems to use them, where would I need to hunt if I wished to build up a supply.

I know Sansha battleships drop them, and wouldn't be surprised if other armor tankers like Blood Raiders and Serpentis drop them as well.
If you are a trader, you can probably buy them cheap in 0.0 regions like Providence, Catch, and Stain.

Confirming they are dropped of Serpentis BS rats.... not sure (but logic follows) that Blood Raiders and Sanshas would drop them too.
With regards to the pricing difference... there are buy orders in Fountain for around 2.5-3mil, depending.... and they sell in Jita for about 4 mil. People know this, so there are semi-reasonable buy orders.
425mm Prototype Gauss Railguns are another item that are dropped by Serpentis rats in Fountain (less common than the 1600mm RRTungsten ) are selling in Jita for about 10 mil a pop... I'm always happy when I open a wreck and find one!

Because they are essentially the best named plate, their drop rate is much less compared to their less meta varients, this is a big reason why they are more expensive, as they are very popular for pvp. ____________________________________________ When going to a party with wine, women, and song. Always acertain the vintage of the first two. |

Sansha does indeed drop these items, just not with great frequency.

In CCP's system, 800 mm and 1600 mm are "battleship-sized" modules. As such, armor-tanking battleships drop them. Noteworthy, even when the Sansha ships available for players were changed to be shield tankers, the NPC Sanshas are armour tankers. As such, for a chance to get one, you need to kill Amarr, Blood Raider, Gallente, Sansha or Serpentis NPC battleships.
Also, in Dominion, there will be Federation Navy and Imperial Navy armor plates, details on this dev blog.

I've seen these drop (rarely) during Angel missions as well.
Also, these ARE the best plates in game (rolled tungsten > T2).

They also drop at a higher rate from Player ships.

Thanks for your replies everyone. What has become clear is that the high price of the plates is directly correlated to the fact that CCP sees module as a battleship module so the module only drops from NPC BSs.
However almost every PVP armor tanker in the game uses these plates on all ship sizes from cruiser upward. High demand and lower supply = for traders.

No, high demand and lower supply means $$$ for suppliers. What traders depend on is price disparities that create opportunities for arbitrage.
As I suggested above, people who collect these things in Providence, Fountain, and other such 0.0 regions may sell them for less than they are worth -- thus creating an opportunity for arbitrage. As others have noted, though, most of the ratters are at least semi-aware of the value of rolled tungstens. There is probably more profit to be made in named modules for which producers don't know the worth. I suggest looking into named capacitor modules, electronic warfare modules, and other items that are not likely to actually be used by the ratters.
