Thoughts, suggestions? I really don't have very many iskies (<40mil), so I'm hoping an upgrade will help me rat better, leading to more income, etc, etc...
Don't bother with DI V yet, IV will do for now. The damage boost is significant, but at your stage in the game there are other things to be learnt i.e. T2 medium and light scout drones.
For ratting, get a Myrmidon with a fit like...

Depending on the rats you're shooting, you may need less tank. The fit above is max tank, really for L3 missions...For 0.0, depending on your armour tanking skills, you'll probably need just one repper, two of the resist mods, a damage control or EANM and the rest of the lows can be magnetic field stabilizers.
For PvP there are many fits to choose from...As a starting point, you could go for something simple and not too hard to fit:

If you don't have any of the T2 mods, use best named till you get the skills for T2. Change the ratio of Electrons:Ions depending on your fitting skills. If you want to rig, use 2x auxiliary nano pumps and 1x nanobot accelerator.

Edit: As for when to upgrade, I'd say whenever you want. I first got into a Myrmidon with less SP than you and I don't regret doing so...Go for it whenever you feel ready.
