Nozh, Abathur, whichever monkey is flinging the poo/ideas at the wall today...
Dreads in siege CANNOT be target painted. Supercapitals CANNOT be target painted. Towers/guns CANNOT be target painted.
The explosion VELOCITY of the citadel weapons, coupled with the much smaller sig radius of most every subcap, made them relatively ineffective to subcaps as long as the subcaps were moving.
The explosion RADIUS of the citadel weapons made them the lone capital weapons unable to be used against most stationary objects in space.
Now even a medium tower can sigtank a citadel missile.
Reduce the explosion radius of all citadel missiles by 500m, and let the Guided Missile Precision skill affect the cruise missiles.
The Naglfar might be a loldread, but at least it can hit stuff and damage it. If its not a shield-rigged Leviathan, the phoenix can barely hope to do even that.

Supercapitals are immune to ewar, yet they can be neuted/nos'd. Why not painted?
Why can't structures be target painted?
CCP, you have a choice: fix your code to enable the above, or cut the explosion radius on all citadel missiles by 500m (at least).
And get a dev who actually knows what capitals do to manage capital development.

The initial part of your post is flawed, where you mentioed mom pilots even logging in. There is zero point to them even trying to now, since they'll still be fragile and useless ships in dominion that they are today, only now with a new predator--as if they needed even less motivation to log in.
Personally, I'd be surprised if those characters were even subbed after this.

So your theories in 'balancing' the citadel missiles are fundamentally flawed. Do the right thing: Delay Dominion until you have more things working than you had to "put off" due to the artificial Dec 1 constraint.
