All fine and dandy for you rich folks to say lets get drop the insurance, you've already got your half billion + isk sitting in reserve.
Have you any idea how hard it is these days for people who don't already have lots of isk to get in to a battleship?
Why not limit the amount of insurance a person can claim each day/week/month? i.e. each player may only claim 120 million in insurance per week (just an example). That way if you loose your BS in a fleet battle, sure you could go jump in another one...but it wouldn't be insured until next week.
This wouldn't have such a dramatic effect on the newer players!

What becuase they would then be able to jump on their other account and use up the alloted insurance?
Ohh come on, how many people use their second account as another combat character? Almost every 2 account holder I know uses the second account as an indusrty/hauler/money maker for their prime combat character.
I think that effect would be much less than effectivly stopping any new player from getting anywhere in Eve, other than having to run agent missions in empire space....and even then the knockback a new player would take if their cruiser got killed on a really hard mission.
Come on think of how what you propose would effect somebody just starting the game? Now how would it effect a player with 500million isk? Well, he'd just pop in another battleship and go farm NPC's for a day or 2 to make the money back

I played eve beta and for the first month of retail so have seen both side of the fence and it was much easier in the begining to make money. I mean Lonetrek used to be crawling with Ark/Bist etc..
Even after that was changed (and though I was not playing at the time) I understand that trade routes made alot of isk for people.
And a new player getting in to a battleship in 1 month?? No chance, not without substantial help and donations from a corp (or ebay!).

Your problem with the whole insurance is that it is pointless...well it's only pointless to rich players. Try proposing a system that doesn't F*** over those not so well off.
