I do seem to meet more and more people soloing with scrams lately.
Could you explain this one to me. a Rapier has little to no dps, Solo if its got you pointed its within range of being hit by barrage.. and if its not got you pointed but still webbed, it can get out. So why be scared of it... Hell a Taranis can Kill a rapier if its Ab fit, and Can kill the drones fast enough.
Sure most solo rapiers/hugs fit a faction point, I personaly fit a 28k point.

Frig with a scram and preferably a web can take down a vaga if you kill the drones quickly enough, and manage your transversal. Vaga is a great frig killer but if you DO get on top of one it's pretty helpless.

I like how everybody says the counter to a vaga is to overheat your mids, as if the vaga can't overheat and give you the same problems you had before. Yes, they may not overheat and so you may catch them, but I wouldn't count on it.

As someone says the best way to catch a vaga is when he approaches from range. basically go the opposite way at stock speed, as soon as he hits disruptor range you wanna overheat mwd, and turn at him and try to break his orbit before he even pulls into it.
this will not catch a skilled vaga pilot as they will know when they are at 30km on there overview they are actualy at 22 and its time to get into proper orbit before **** hits the fan

The beautiful thing with overheating MWDs is the first one that does it wins as you cant overheat it mid-cycle.
Since you cant heat it forever and it makes settling into a proper orbit on approach more difficult, the vagabond will not have it heated while doing so usually, thus giving you quite a good advantage when trying to catch him that way.
Really, the stories about invulnerable vagabonds are a thing of the past, when they could go 7km/s with a bit of pimp. Since the nerf they are *very* vulnerable, and Curse is the new vagabond.
