I think it would be better if the Covert Ops Cloaking device was unaffected by being targeted

dont think so.
This would make all covert cloakers too powerful and almost unkillable due to lack of (effective) AOE weapons.

Well, I only meant during the locking stage, when locked you would not be able to cloak and would only affect the covert ops.

currently you cannot enter cloak when you're BEING targeted or when you are target LOCKED. he proposes that you are only cloak blocked when LOCKED onto... not while BEING targeted.
did that make sense for you?

No, because what you're saying is a fallacy.
You can cloak when someone is targeting you. You only receive a notification when someone has actually targeted you, not when they're in the process of doing so.
Any discrepancy you are seeing during lock/locking/cloak attempt is lag.

- you can cloak while one is in progress of targeting you
- you dont see if one does so until he has a lock on you
