Why would anyone chose a expensive Muninn over a cheap Hurricane? I tested a lot of 1v1 fittings and the Muninn was rather disappointing, the ship may lose vs. a proper fitted cane. Apparently most people are using it as a sniper, and i dont get the idea of it or why to chose a Muninn over another ship for that kind of duty. The standart answer is: Go get a Vagabond or Curse. But i dont like standart answers. Is that ship truly a no go in 1v1? What makes it a better sniper and actually worth the price?

Using a Muninn over a cane for AC fits doesnt make much sense but when it comes to long range HAC gangs the Muninn has the definate edge. Capless weapons means it can use its MWD for longer and the native T2 resists make the single LSE buffer much more efficent than the same on something like a Zealot, the drone bay also gives it some defensive options against tacklers where other sniping HACs have none.
The Muninns main limitations are largley down to the weapons but with HAC V it has the same tracking as a heavy beam Zealot and after Dominion the homogenized ammo volume should help with the clip size problem, its paper damage is lower than the Zealots but its still good enough but the changes to ammo types might be a bad thing when using long range faction ammo.
To choose between the arty cane and arty Muninn the main question you need to ask is range, if you need to shoot at 80km + the only option is the Muninn.

Exactly, the only reason to fly a Muninn over a Cane is that you absolutely need the extra range. Aside from that, it is more expensive and less durable, so there is no other reason.
And yea, I am pretty disappointed that the devs have felt a need to nerf T1 LR faction ammo. It is strange that they nerf anything in this game whole leaving Pulse lasers and scorch in their present form, I find it truly amazing.

to answer op, munnin will be a great sniper after dominion, partially because of faction ammo traking boosts and damage increases but mainly because of alpha (which it already has some of now but its pretty unremarkable) also it has far better tank than most snipe hacs which makes it pretty low on the primary list hurricane cant really replace it for this because of crazy sig, bad shield resists worse range, and less speed/agility Signature graphics that may only contain your character name, corporation logo, corporation or personal slogan or other text that is directly related to your in-game persona, or content directly related to Eve Online. Scorch is fine.
Minmatar is mostly the same, but a tad better after Dominion.

Cane is for close range engagements.
Munin is for 100km sniperfests.

There's a few exceptions, but the general rule is that HACs lose against BCs in close range fights.
HACs are fast, agile, have range and survibility. Don't use them as a BC... get a BC or use them for what they're good at.

Minnies will hugely benefit from the new TEs (+30% falloff, +10% optimal) Cane can become a viable artillery platform
