I understand CCP has a very firm stance against botters.. I have been reporting the same group of botters in an effort to get them banned. Yet nothing gets done?
I would suicide them but they are getting wise and one of them is spawning concord in the belt

Valid argument and that's definitely something I didn't consider. However, it would be nice if there was something they could do interim. Why not just ban their IP permanently?

Yeah, I definitely see the fact they DO ban them in waves/droves. Wonder if there would be a way to 'flag' them so we could pew them in Empire without Concord intervention. 3000 Destroyed CNRs (random number) would probably be a detrimental impact to their bank, force them to buy new ships (or spend their own isk to get new ships) that they would eventually lose again.
The only winners in that part would be the people killing them and the people who sell the ships to them. On the flip side, it could be a real person who isn't botting but just enjoys playing.

Sounds to me they're not 100% "botters", but instead at least one must have part-time human supervision. Have you considered the fact that they might NOT be bots/macros at all, but multiple characters of the same human controller ? As in, what kind of EVIDENCE do you have other than "they sort of behave like bots some of the time I watch them, I think" ?
Well, one person I'm sure bots when he's asleep. The others, I watch enough to be able to see the patterns. They all login at the same time and do not log out. They follow the same pattern of mining, docking to unload and warping back to said bookmark. Do have one guy in an Osprey that got suicided..
Oh and I don't mine at all, I just abhor botters

Things like these (macro/bot use accusations) are sensitive areas and require a human eye (or two, or more, for longer than just a quick look), and their human resources (CCP GMs) are quite limited after the deluge of petitions usually experienced. These areas are sensitive because you DO NOT want to ban legitimate customers that play completely according to the EULA (even if maybe on the excessive or weird side) just because somebody is upset his asteroids get mined out too fast and petitions you with "he's a bot for sure, ban him". Furthermore, if that person IS indeed a botter as opposed to a legitimate customer following all rules, it still might be pretty difficult to get conclusive proof he's NOT running a FULLY automated program if the program is not completely awful, especially if he's actually somewhere nearby watching it operate.
Long story short, it's hard to be CERTAIN BEYOND ANY DOUBT that somebody is using a (good) bot, and most of the time, the real botter "experts", they're actually caught and banned only when they engage in RMT in some way (because most of them eventually do).
Yeah it's tough because of the interaction between client side and client/server interactions. CCP may not be able to track everything and if they could then you would be looking at invasion of privacy, etc..

Originally by: Stabby McKnife As many others already have pointed out, CCP usually go for the big fish and not the guys selling ISK at the street corner. Also, isn't suiciding alts to spawn CONCORD considered an exploit?
Don't think it is. It would help if Concord would despawn after say 5 minutes.

Originally by: GM Horse If you suspect one of your fellow players of using a macro of any sort, please do not hesitate to file a petition to report it to us, under the "EULA & Terms of Service" category. We investigate each and every one of the reports we get, and yes, we do take harsh punitive action against those found guilty.
I'll continue filing petitions daily to ensure that something is done in the next major heat wave, coming to you in 2012.

Getting rid of the bots would have an effect on the economy, for the better I would hope. Look at implant prices as an example.
