You can buy PLEX ingame with isk, and then use them to add game time out of game, even if your subscription expired - so that you don't need to petition GM's to give you 24h of gametime to do it.

Yes, it will be useful for plexies (as I call them) to have a plex in the redeeming system standing by so that they don't need a petition to unlock their account. We're also adding a warning to the character selection screen to tell people about an ETC/PLEX subscription that's about to lapse.
So, you can buy a PLEX on the market, pull it out into the redeeming system and now you should be golden.

So how exactly does this work? I get that you have to uhh.. unredeem it but then where does it go after that?

This is very good news. How long before the subscription lapses do we get the warning?
Even more useful would be to see exactly how long the account is subscribed for.
