This is usually caused by EVE closing abnormally (for whatever reason), but leaving the cider/wine wrapper running. If you look through the activity monitory after processes that look related to those two (eg. something along the lines of wineserver), killing that process will normally let you start EVE again.

This has in the past been caused by screwed up (bugged, intentionally, forgotten, or otherwise) autopilot settings, such has having key systems flagged on the avoidance list, filtering out certain security levels and so on.
