I'm a relavive noob to eve, having got in with a good corp i'm now flying a ospray, but am bored of mining and looking for something a bit more exiting, so am saving for a caracal.
I'm wondering whats best to fit it with, and what skills (i've got the basics, missle launcher shield operation etc... but nothing fancy) should I be learning for some big rat hunting, maybe a little pvp too.

This is the setup i run for lvl3 agents and it works pretty good, very fast.
High:5xHeavy Launchers Medium:1xLarge Capacitor Battery 1xMedium c5-l(medium tech2 would be better) 1x10mn MWD 1xCap Recharger Low:2xCo-Processor I

My setup for lvl 3 mission running is -
Hi slots 5 * malkuth heavy launchers (low cpu usage)
Med Slots 1 * med sheild booster II 1 * 10 MN ab II 2 * med sheild extender II
Lo Slots 1 * ballistic control 1 * CPU enhancer II
This is pretty CPU entensive (leaves only 2 free CPU points), so you will need high CPU usage skills (I have weapons upgrade lvl 5 for example) or swap something.
It makes missions very easy, you just need to be a bit more careful in multiple spawn levels.
As for pvp setup, it really depends on what type of ship you are going after, what support you have etc. there is no right answer there.
If you are going to stick with caracal for a while (and I would recommend it), I would train missile launcher operations high, and heavy missiles high, plus anything that helps with shields and speed.

Not that high needed skills, use this for lvl3 too. And i am only playing 2 months so it should fit easy, only the low can be adapted.

Easy on the tech II stuff and arbalests. The guy said he was new to eve. No way he has access to named or can afford or use the TII stuff.
Here's a pretty basic caracal setup.
5x heavy missile launchers with scourges (you get a damage bonus to scourges)
1x 10mn MWD 1x Medium shield booster. 2x Medium shield extender
I'm not sure about lows, you probably need 1 or 2 co pros.

whats wrong with you people? you dont need any of that crap to do lvl 3 missions... and you hardly need anys skillpoints either heres what i use
high: 5 heavies of your choice med: 10mn mwd and cap recharges low: cap relays
warp in at 60km, orbit at 50-55km and just start spamming your scourge missiles... at that range no npc will ever hit you (well, it do happends sometimes, like one in a milion) and missiles cant catch up with you either... yea yea, i know that its hard to get the caracal up to good speed, but at that range that wont matter =p anyways, just keep your distance

It also means that I can start loot collecting before I take out all the ship, knowing my sheilds will last longer than the npc ships.

The only things I would add are run 1 standard launcher with defenders if you are going after missile using rats like Guristas. That would make 4xheavy launchers with Scourge missiles, and 1 standard with defenders. Train up that Caldari cruiser skill, as you get 5% damage boost per level to kinetic (scourge) missiles.
Also, if you have the skills and can fit it, a ballistic mod (improves ROF) in a low slot is good on the Caracal.
I use my Caracal for level 3 agent missions, and havn't lost it to NPC pirates yet. -In space, no one can hear you whine |

yea im sorry about that, didnt mean to sound like a smartass... im having a ****y day. 
what i really ment to say was, this is a really cheap and very effective setup for a caracal doing lvl 3 missions and its very easy to use. warp in, orbit, fire, repeat. but as you say, with this setup you have to kill all the rats to collect the loot so its probably not a setup that lets you do lvl 3 as fast as possible. But i like it because it lets me stay way out of range of the rats while doing a really good damage.
