well im having the same problems too with finding low level sites. I found one earlier "Blood Watch" i think it was called... followed it all the way to the end escalation. Which i might add was in a 0.4 system with a cyno lit and 25ppl in local, risky but i though wtf do it no risk no reward.
Ok so i thought go for it so i did, cleared the plex no problems, what did i get for my troubles along the way? 2 small dark blood crystals, when did the last plex in the escalation i got trade goods from the end pocket, nothing in wrecks.... GG on rebalancing loot drops ccp :P

I am not 100% sure but it looks like you need certain minimum probes signals strength to be able get 100% signal for certain signatures strength. It is just not enough to place probe close to signature to get "green" anymore. May be it is a time to learn range finding @ lvl 4 and get some sisters gear.

I have a reasonably good prober (covops V, rigged cheetah, astro skills at IV, sisters launcher and probes, 6% deviation and strength hardwires), but found a couple of sites that required that I drop down to a probe radius of 0.5 or 0.25 AU to get a warpin.
Oh well, one of them dropped 500m of loot, so if there really has been a change that keeps the riffraff out of my DED plexes, I'm all for it.

It has always been like that, for any signature, actually. The fact that for some of the signatures the probes are strong enough to get to 100% without having the slightest skill and equipment is what I consider a "design mistake".
I think that it is about time for CCP to realize that with the apoc scan system, if a site can be found it WILL be found, fast. The skills/equipment do not affect significantly the time needed, thus the only relevant discriminating factor between equipment/skill or lack thereof becomes whether you CAN find the site or CANNOT.
Enabling non-bonused ships to find every site, as currently seems (that is at least valid for any site I met; if anybody has different news could they relay me info about the site and its sig size?) means that covops, and even astrometric frigates, are almost useless for exploration, except for people who have not trained the relevant skills.

I don't know, using combat probes to find everything is pretty great. It scares people out of the system and leaves you alone to enjoy the fruits of your labours.
Also flying around in a BC and just parking my cov-ops frigates and their bonuses is also pretty great. So glad I trained all that.
Cov-ops? Rangefinding? pffah. One is all anyone should ever need.
