so my friend is a couple of days old and tries the mining thing. he's in one of the closest belts outside his rookie station, thinking he's making progress, when some guy in a rifter comes by and starts shooting cans and trash talking people into fighting him. So my friend (not understanding the game mechanics entirely or having a properly fitted ship) loses a couple ships to this guy and decides to try something else. Is the guy in the rifter crossing the line here or is he just teaching noobs a lesson? Thank you in advance for your replies.

If he's in a starter system then he can report the player for griefing, through the petition system.

No, that is normal game mechanics and him teaching your friend the ropes. Now if your friend left well enough alone and moved to another system after this turn of events, and the guy followed and continued these activites, then it may warrant reporting the player. If the GM sees it as harrasment then they will warn the pilot and that should take care of it.
EDIT: If he was can baited in a rookie system then there is grounds for reporting, but egging someone into aggression is not restricted in rookie systems, in how I interpret the rules.
EDIT2 : What type cans was the guy shooting of your friend?

I went over there and scared the guy away but not 10 mins later someone else was doing it. |

Yeah if it is in a rookie system you can petition it.
Or... Block the guy and ignore it.
Secondly... SERIOUS WTF WHY DOES CCP INSTRUCT PEOPLE TO USE CAN MINING IN THE TUTORIAL!
Its like telling a tourist to count their money on a street corner in Detroit.
If you mine without cans then your problem is solved.

heh.....I'm all for making things difficult for other players but screwing with brand new players is like mugging elderly ppl.
I've got something I think I'm gonna give a try....I recently created an alt that will purely be industrial. I'll have him mine into jetcans set out by my main who will be sitting nearby in a cloaked battlecruiser or assault frig.......this could be fun

Jetcan mining is an EXPLOIT. CCP decided to leave it in because it's a risky idea that requires forethought and/or friends to do properly.
Your friend was just being taught about EVE.

heh....the more I think about it the more I like it....even to the point of once I have the can flippers ship gone and if I can get a point on his pod......maybe a little ransom will be in order.

Players do this because its risk free griefing. That line they spin that it 'teaches new players' is total rubbish as players will find out about it sooner or later anyway and perhaps when they are prepared, which these griefers would hate.
Anyway, as said if its in a starter system you can petitions it, otherwise the other options are available anyway.

If you do happen to destroy their ship, I wouldn't point the pod - CONCORD would disapprove, and they're not the organization you want to get into an argument with...

Highly unlikely to work. Cloaks give hilarious penalties in the form of a flat number of seconds before you can relock, and a scan resolution penalty. He'll have time to see you, notice you're red, align, scratch his ass, beat off a bit thanks to the new IGB, and then warp off before you can lock him.

Not if your miner friend has a warp disruptor fitted. That strategery will allow you just warp in from a random safe spot as soon as your miner friend targets back and turns the module on.

Yea.....I thought about the cloaking issue soon after I posted...
Simple resolution....as stated have miner fit a point, or sit just offgrid and warp to once the can gets flipped.

Space is dangerous, and the real danger comes from other players, not NPCs. So it's not just crappy AI you have to fight against.
This makes the game fun and interesting in my opinion.
The rules are balanced so that there is always something you can do to protect yourself or avoid other players who wish you harm.
God I love Eve...
