Actually, CCP is pretty clear about it.
The Amarrians society is based on slavery, and in the Amarrian introduction, it states "they've enslaved every nation and race they've met" (until modern times).
Going under the Western, modern moral assumption that slavery is bad (and Amarrian slavery is generally pretty brutal), im going to say theyre the "bad guys", or at least more morally repugnant than the people who are fighting for their freedom(which doesnt make them "good" necessarily, just more sympathetic).
As far as the Caldari-Gallente conflict, CCP's own, direct, introductory words are literally unambiguous. Here is the direct quote of CCP's introduction to the Caldari people...
"Coupled to the fact that they are more unscrupulous than the Gallenteans and more combative than the Amarrians..."
Unscrupulous definition -- "Devoid of scruples; oblivious to or contemptuous of what is right or honorable."
So, taken in plain English, CCP's own words state that the Caldari have less scruples than the Gallente, and either oblivious to or outright contemptuous of what is right and honorable when compared to the Gallente.
Combative definition -- "marked by eagerness to fight or contend"
Which means the Caldari are more eager to fight other nations and races than the Amarr....which is pretty remarkable when you think that the Amarr have enslaved and conquered every race they've met up until now.
CCP's own plain words, when describing and comparing the Caldari to the other races in the introduction to the game and backstory, is that the Caldari are "eager for war and oblivious and/or contemptuous of what is right and honorable".
Its hard for me to call someone described in those terms as the "good guys".
If CCP's first introduction and description of each race isnt the guiding prime fiction, what is?
