This is a poast.
CCP, if new players can't download/install the full client they will move on to other games. So please don't fix this.

Thanks for reporting the results of that drastic step, so others don't have to take the plunge - o7

I fixed my issue completely by accident today (nothanx2u, CCP).
Whilst trying to make sure my Chrome install was up to date (annoying flash video bugout ftl), I encountered a "corrupt download" issue there too. Googling the error message, I found some people saying that disabling their AVG antivirus for the duration of the Chrome install fixed the issue. Long story short, it did, and lo and behold it's also fixed my EVE download issue too (hurray).
So, for those suffering with this who are running AVG, disable the resident shield (open the UI, double click resident shield, untick the first checkbox and hit save changes) for the duration of the patching process. For those on other anti virus packages, you could also try this I guess. YMMV.
Oh, and of course:
** Remember to re-activate your resident shield once you're done. **
I cannot stress this last bit enough :)
