Even if he didn't pay the workers, per say, he would still have to feed them (after all, a dead or sick/malnourished slave cannot work), pay the guards/slavers, feed the slaver hounds; the gates don't power themselves by their love of the Emperor, they need fuel...
There are a lot of costs in in running things that aren't actually paid for when you think about it. How much do the thousands of light bulbs on an Apoc cost? ---

Seriously.... I love this game but we are taking it in the rear. Ccp have destroyed the entire purpose of 0.0 alliance warfare mechanism... Fight for your space and then you own / control it. Now what is the benefit... We fight to pay ccp for what we once owned without the penalty.
tl;dr. Alliances no longer own their space and now we are all renters. 0.0 is nerfed and now it's capture the flag ( the hubs serve no RP purpose )
How about this: CCP gets rid of any kind of sov system and everyone has to physically occupy and control the space they want to claim as their own. No more planting a module that is basically a "flag". No more collecting systems for the sake of having them on your scoreboard.
You want to "own your space"? Do it the old fashioned real life way. Take it, occupy it 24-7, fight everyone else out of it.
Would that work for you?

absolutely nothing has changed in regards to sov - people whined on the forums and they lowered the price to hold a system, now you pay the same amount you used to pay for POS fuel to claim it. if they had gone through with exponential costs the more systems you hold, then you could make this asinine remark that you want vast empty regions of 0.0 space held by huge NAP-trains - but they didn't. Meanwhile people like my alliance wait in lowsec looking for a weakness in 0.0, completely disappointed by the fact that the forum whiners won the battle for sov.

One of the main reasons I left 0.0 was because re-fuelling pos's was boring, tedious, mind-numbing crap...
