They might have stoped running in game player events, but that does not mean they cannot have in game events that are not to do with the player directly.

CCP are in charge of the storyline but they have to following their own world rules. You cannot chop and change the story on a whim as you feel like it without destroying the story. This is just what CCP have been doing. What use is a story when one day the Federation will do anything to keep freewill and personable rights, then at a whim of CCP the next day whole sections of the Federation lose all rights for no apparent reason without anyone flattering an eye lid. Yet all lore says this would cause massive riots. Transitions are fine, the way the Frontier worlds lost there right to vote now that makes sense. Transitions have to flow and make sense.
If the Gallante elections happened in real life it would be something like this. England is having a vote for a new government. Some laws just came out everyone up in the North part of England is no longer allowed to vote for the new government. Voting day appears. By the way everyone in the Elite class is not allowed to vote either. All the people are ok with this, the Elite don't care and the people don't care about restricted voting. Like that would ever happen! at the very least there would be people complaining. CCP described the Gallente Federation in a way that striping personally rights like voting would cause massive riots and complaining by the people. Then they go and strip away personally rights and voting and nothing happens. That's not transition that's extremely bad story writing.

As an American and someone with an Intaki main, I must admit that I don't like logging in to a Game that is supposed to take my mind off the real world, and find my country in the game is just like the my RL one.

it's a good thing. democracy is based on the notion that while a single nitwit who is unfit to have an opinion on the complex issues of governance isn't worth listening to the collective judgement of millions or billions of such nitwits would be the way to run a polity.

Incarna's taking so long because they're still trying to figure out how to download our consciousness into human bodies. They'll probably end up just going with a virtual environment. I mean it's not like we'll be able to tell the difference :)
