I just started playing this game and swore that there was back ground chatter. Now I realize its no longer there. Is that background chatter just part of some music.

it's CCP's Jedi Mind control(tm) to ensure you stay in eve forever, then your children, and your childrens children and your....well, you get the point.
Seriously: Some of the ingame music sounds like it has background chat, esp. in some of the stations.

actualy i think you'll find that its from other ships that are close to you, also you'll find it comes from drones and npc ships and some stations.

Some stations have some "loudspeaker talk" you can't make out what guy sais but it sounds like a guy on a PA in a airport or railstation. You know that mumble echoed of the flat walls making it very hard to hear. Your drones also makes a "chatty" noice.
A tip for you miners tired of hearing the miners go about their buisseness. Zoom the camera drone out.. The sound seems to be picked up by the camera drone straight through the vacume of space(?) so when you zoom out the sounds gets less and stops compleatly if you zoom all the way out.
