The reluctance for players to move out of high sec to 0.0 is already well understood. Nobody is throwing any new light on this subject here.
It's apparent that CCP don't want to advantage, or disadvantage any one group of play styles - hence why they are looking to create 'equal' rewards in both high sec and 0.0.
If players want more migration to 0.0 then it must be achieved by the players themselves, which means a radical shift in philosphy by the current .0 inhabitants. Currently the .0 Alliance population is predominantly (there are exceptions) elitist and 'non carebear friendly'. Unless this attitude changes (unlikely) then the current demographics will remain the same.

you guys still dont frikin get it.
its you that has to change, band together to move to 0.0 not those allready their.
you have played too much WoW type games and your philosophy is all screwed up. you guys have to grow a pair, thats all there is to it.
and frankly, some of eves biggest carebears live in 0.0. just look at the north
Unfortunately for you I do 'get it' as Im not a carebear. Ive lived in Low Sec or .0.0 for the vast majority of my time in game.

Neither, and we've been doing it for more than 3 years as an independent corporation. We don't believe all the folks who try to tell us there's only certain right ways to play in space.
Confirming this. I flew with Santi's crew for a few weeks and in just that short amount of time I learnt a tremendous amount about how not just to survive in .0 space but prosper. These guys are like ghosts and theyre are more folks like Galatic Geographic than you might think out there.

Thats true, because whilst the game mechanics show a level of ownership of a system (the mil, ind and strat levels) they dont show the extent of influence around that system (i.e adjoining systems and beyond).
The old system (POS) implied a extent of influence that was not, in reality, born out. Those POS claimed systems implied a degree of ownership but 'AFK'. The increased requirement to baby sit a sov system now (or the strat/nd/mil markers will drop) will constrain that extent of influence to a degree, but only in terms of alliances being away from those system for an extended period of time. In the short term alliances will still be able to strike out in their immediate vicinity. They'll just find it a bit harder to 'upsticks'and wage wars light years away for weeks on end without placing their core infrastructure at risk.
