1) Titans have always been able to get in low sec
2) Doomsdays pre dominion did not work in low sec
3) It was pointed out many times that they were now working in low sec on the test server
4) It was pointed out that this was inconsistent and how this would damage the (already death bed) low sec game
5) If the OP is not trolling and/or a noob, it appears CCP have come to this conclusion also

Titans being able to DD in Low was never announced as a new feature, so CCP correcting that mistace falls under the exploit notes.
Also confirming OP is a flaming ***got.

on the old DD their was a information that i will not work in lowsec.
now we have a new DD so it need not extra notified that is have to work in lowsec, because it is a new weapon and all weapons without special noted restriction works in lowsec.
so not working atm is a change or a bug after dominion deployed.
and whatever it was a bug or a change ccp have to notifie that something is changed. imp is not the only titan pilot doing this, nearly any activ titan pilot DD'd in lowsec the last days.
